Biography

Stefan came to Oxford in 1991 to write his doctoral thesis on the Recognition of Governments in International Law under the supervision of Sir Ian Brownlie QC. After completing his professional training as a lawyer in Germany and writing his habilitation thesis at the University of Tübingen, Stefan returned to Oxford as a University lecturer in international law and a tutorial fellow at St. Anne’s College. After being promote to reader and finally professor of international law at Oxford, he took up the directorship of the Institute for International Law at the University of Bonn in 2011. During his time at Oxford, Stefan also qualified as a barrister and since 2007 has practiced from Twenty Essex chambers in London, representing States and international organizations before international courts and tribunals.
